I. Purpose:
The Security Management Plan, based on our mission, vision and values, is designed, taught, implemented, measured and improved to
protect and educate all students, faculty, staff and other visitors at the University environment from harm.
II. Goal:
The overall goal of the security plan is to provide a safe and secure environment for all staff, students and visitors coming to
the university campuses. To establish proactive security practices, promote basic skills and measures to reduce risk, and operate
an effective police department. The Security Management Plan short terms goals include:
- Improve education and training to faculty, staff and students and visitors to achieve better communications and reporting of safety and security related incidents to the campus police department.
- Develop policies, procedures and guidelines that deal with specific security incidents, which may occur in the University environment. The goal is to improve general safety knowledge and response to safety and security related incidents.
III. Objective:
The objective of the Security Management Plan is to establish and maintain ways of reducing crime and safety issues on campus. Generally, this is accomplished by educating faculty, staff, students and visitors on basic measures/principals, as well as, trends that have and may occur throughout the year. The short-term goals will be accomplished by:
- Improved education and communication venues that include:
- New Employee Orientation
- Student Orientation
- Review and revisions of RMU Police Publications, ( Departmental Brochures)
- University developed web site(s); and
- Posting security related information on university bulletin boards. (Crime Alerts)
- The goal related specific security policies, procedures and/or guidelines will be accomplished through this sub-committee - the appropriate policy, procedure and/or guideline will be developed for those topics noted in Appendix A as PS 1.1, PS 1.2, PS 1.3 and PS 1.7 by June, 2006.
IV. Scope:
This program applies to all Robert Morris University faculty, staff, students, and visitors who are located on the Moon Campus,
Island Sports Center, Pittsburgh Center and other locations operated by the university.
V. Authority/Responsibility:
Overall accountability for the Security Management Plan resides with the President and Board of Trustees. The day-to-day responsibility for this function has been delegated to the Director of Public Safety and the Public Safety Department. The Security Management Subcommittee has been established to develop, implement, and monitor the security processes established.
- Responsibilities/Qualifications:
- The Department of Public Safety encompasses security, risk reduction programs and law enforcement services. Officers are commissioned as private police officers under Act 501 to enforce the laws of the Commonwealth of Pennsylvania.
- The responsibilities of the Robert Morris University Public Safety Department shall be to:
- Protect all persons lawfully utilizing the facilities, including but not limited to faculty, staff, students, visitors, and outside service providers.
- Provide certain university services and promote good guest/employee relations.
- Protect the university's interests, property, and assets from theft and/or loss.
- The Public Safety Department shall have a Director/Chief of Police. He/she shall be accountable for all functions of the Public Safety Department.
- The Department of Public Safety shall be staffed by employees who shall be sworn Police Officers within the Commonwealth of Pennsylvania. These persons shall meet the minimum qualifications as defined in the job descriptions.
- The Public Safety Department is staffed 24 hours a day, seven days a week, and may be reached by calling 412-397-2424 or 2424 from on campus at any time.
- GENERAL SECURITY - Events, situations, and incidents reportable to and under the control of the Public Safety Department may include, but are not limited to, the following:
- Theft, damage, or loss of any property belonging to the University, an faculty, staff, students, visitors, or any other persons or organization lawfully on University property.
- Any accident or incident involving injury on University property.
- Unidentified or unauthorized persons on University property.
- Suspicious persons or actions on or near University property.
- Improper or unlawful conduct by any person or group on University property. Actions by any person or group that could be detrimental to the University.
- Investigate all criminal activity reported to the Public Safety Department.
- Investigate the smell of, visible smoke, or any fire in all University buildings.
- Respond to all emergency related incidents on University property.
VI. Implementation Programs And Guidelines:
In support of specific Public Safety programs, departmental and university protocols will be established by this sub-committee.
These include, but are not limited to:
- Addressing security issues concerning personnel, students, visitors, and property.
The Public
Safety Director/Chief of Police and this sub-committee are responsible for the development of security policies and
procedures dealing with the overall security concerns of the University. These policies will be established within the
University Safety Policy Manual. The Public Safety Department will have its own policy and procedure manual to define
procedures for staff within the Police Department.
- Reporting and investigating all security incidents involving faculty, staff, students, visitors, or
property.
All security and theft related incidents are to be reported to the Public Safety Department as soon
as possible, so that an investigation can begin immediately. All security related incidents would be documented on a Police
Incident Report. These reports are then routed to the proper departments for any required follow-up. Public Safety personnel
investigate, review, document, and monitor data for trends.
- Controlling access to and egress from building and sensitive areas, as determined by the organization.
- Residential Buildings: Access to all residential building is under the direct control of the Director of Residence Life or his/her designee, with assistance from the Public Safety Department when requested.
- Island Sports Center: Access to the ISC is controlled through the facilities department located at the center, with periodic exterior and interior checks by the Public Safety Department 24/7.
- Pittsburgh Center: Access to these building is controlled by the facilities department for established hours with them opening and locking down the facility. Public Safety Officers control access and egress to all classrooms and offices, as necessary.
- Moon Campus: All operational buildings located on the Moon campus have established building hours. The buildings are opened and secured by the Police Officers on a 24/7 basis, with access provided by special request from faculty and staff, via email.
- Card Access Controlled Building: In buildings where card access exists the facilities department controls and maintains the equipment. Department heads involved with the building set established hours and the usage guidelines.
- Closed Circuit Security Video Equipment: The location and placement of CCSV is established, maintained and controlled by the Public Safety Department. It is used for investigative type purposes.
- Leadership's designation of personnel responsible for developing, implementing, and monitoring the security management plan.
- Security Management Subcommittee: The Security Management Subcommittee shall be a working committee responsible for the development, implementation and monitoring of the Security Management Process.
- The Public Safety Director/Chief of Police shall be a member and act as a resource in all matters related to the security process. The Director/Chief of Police is responsible for the Public Safety Department, all of its Police Officers and Public Safety Officers and support staff.
- Annual evaluation of the security-management plan.
The Security Management Plan will be
evaluated annually by the Security Management Sub-Committee. The annual evaluation will assess the plan effectiveness from
a general perspective and recommend revisions, deletions, or additions to any or all parts of this management plan,
implementation policies and guidelines.The goal(s), objective(s) scope, performance and effectiveness of the overall
program will be assessed utilizing at least one of the following: staff knowledge and skills, monitoring, activity,
emergency and incident reporting, level of staff participation, and inspection, preventive maintenance and testing of
certain equipment related to its policies. Information is compared with year-to-year data, as well as, compared to industry
statistics.
- Emergency Security Procedures that address:
- The Public Safety Department has its own Policy & Procedure Manual that deals with aspects of police department function.
- Handling of civil disturbances has a general focus of controlling pedestrian traffic in and around the University perimeter, protecting the perimeter entrances.
- Handling of situations involving VIP's or the media states that Public Safety Department will notify the Public Relations Department. No media personnel are permitted on the property without the consent or notification by the Public Relations Department.
- The Security Management Subcommittee will develop emergency procedures and or guidelines which will addressed both the University Safety Process and the Public Safety Department Policy and Procedures Manual for the following:
- Bomb Threats
- Robbery Incidents
- Other major criminal activity
- Power/Utilities Failure
- Civil Disorders and Disturbances
- Media Relations
- Major disasters on all University property.
- Security orientation and education program that addresses security issues
- Employees, Faculty and staff will receive educational brochures dealing with security issues and tips during new employee orientation.
- Outside contractors will receive safety guidelines through the facilities department when contracted for a project.
- Students receive educational brochures and presentations dealing with security issues and tips as well as viewing a PowerPoint presentation on the Public Safety Department.
These programs emphasize personal responsibility for the overall loss prevention, a safe workplace, property checks,
personal and office security.
University Police Officers receive specialized training and continuous retraining in security and police procedures.
Details and certificates received from these training sessions are maintained on file in the Public Safety Department and
Human Resources Department.
- An ongoing monitoring of performance
Performance measures are selected to monitor actual and/or
potential risks related to one or more of the following issues; faculty and staff knowledge and skills, level of faculty and
staff participation, monitoring and inspection activities, emergency and incident reporting, inspection and maintenance of
equipment under its control.
The following Performance standards have been selected as an ongoing monitor of performance measures. The following
measures are established.
- Clery Act Statistics will be followed for trends and published to the Safety Committee quarterly. This report is published on an annual basis and made available to the public as regulated by federal law. The following crimes will be monitored; Murder, Forcible Rape, Robbery, Aggravated Assault, Burglary, Theft, Motor Vehicle Theft, Arson, Forgery or Fraud, Criminal Mischief.
- Public Safety Department will monitor all reported incidents looking for trends to facilitate that follow-up investigations are conducted.
- The Public Safety Department will monitor and notify the necessary parties related to the developed and implementation of policies listed in Appendix A
VII. Information, Collection, and Evaluation System:
Quarterly reports are made to the University Safety Committee detailing trends identified. The reports will include, but not be
limited to, a summary of the following:
- Statistical information on the number of incidents reported by category of Public Safety Department in their incident reports.
- Number of investigations opened by category.
- Number of hazardous conditions reported by category.
- Trends identified either internally or externally.
- Risk not anticipated or indicated by previous statistics.
- The need for additional resources to accomplish plan goals and objectives.
- Actions taken by the Public Safety Department to inform, educate, or correct issues identified.
VIII. Public Safety Program Documentation:
The Public Safety Department maintains an internal policy and procedure manual, training records, investigative follow up files,
and other relevant documentation. Applicable policies/procedures are also filed in the Robert Morris University Safety Program
Manual.
